Small Businesses May Need to Provide Restroom Access

It's happened to me, and I'm willing to bet it's happened to you, even if you don't have IBS or IBD. You're shopping in a downtown area and none of the small shops have public restrooms (and they won't let you use the employees' restroom--even in an emergency) . That may soon change, and even small businesses may have to provide restrooms, as the Wall Street Journal reports.
